Jharkhand Cabinet Approves 20 Key Decisions: Jobs for Martyrs’ Families, New University, Urdu Teachers

Ranchi : The Hemant Soren-led Jharkhand government has cleared a series of crucial decisions aimed at public welfare, administrative reforms, education, healthcare, and law and order. In a Cabinet meeting chaired by the Chief Minister, proposals benefiting students, youth, women, martyrs’ families, and marginalized groups received formal approval. Key highlights include:

🔹 Support and Government Jobs for Martyrs’ Families
Families of Jharkhand-born personnel in central paramilitary forces who are martyred while on border duty or during anti-insurgency operations will receive special financial aid and one member will be given a government job.

🔹 Approval of Jharkhand State University Bill 2025
A new state university will be established under the newly approved Jharkhand State University Bill 2025 to expand higher education infrastructure.

🔹 New Recruitment Policy for Police and Security Personnel
The Cabinet approved revised recruitment rules for 2025 for Jharkhand Police, jail wardens, and constables. Previous advertisements will be scrapped, with age and fee relaxations offered to earlier applicants.

🔹 Special SC/ST Court in Daltonganj
A dedicated special court will be set up in Daltonganj for speedy disposal of cases under the SC/ST Prevention of Atrocities Act.

🔹 Atal Mohalla Clinics Renamed
The popular urban health service, formerly known as Atal Mohalla Clinic, will now be renamed as Mother Teresa Advanced Health Clinic.

🔹 4339 New Posts for Urdu Teachers
To strengthen language education, 4,339 new posts for Urdu teachers have been created in primary and middle schools.

🔹 Teacher Recruitment for Children with Disabilities
A new rule has been approved for the appointment of Special Education Assistant Professors for disabled children. The review committee for contractual resource persons has also been restructured.

🔹 Finance Service and Forensic Recruitment Rules Approved

  • The Cabinet gave the nod to the Jharkhand Finance (Audit & Accounts) Service Rules 2025.

  • Separate rules were approved for recruitment of lab assistants and viscera cutters in forensic science labs.

🔹 Notional Pay Hike for Pension Calculation
Employees retiring on June 30 or December 31 will now have their pensions calculated based on notional (hypothetical) pay hike benefits.

🔹 Amendments to AYUSH Health Service Rules
The Jharkhand AYUSH Health Service Rules 2024 were amended and approved to improve alternative medicine services.

🔹 New Livelihood Scheme for Women SHGs
A new livelihood and skill development initiative will be implemented in collaboration with CRISP to empower women through self-help groups.

🔹 Fortified Nutrition for Adolescent Girls
Specialized agencies will be engaged to supply Micronutrient Fortified/Energy Dense Food to adolescent girls as part of a state nutrition initiative.

🔹 Security Boost for Shravan Mela
To ensure public safety during the Shravani Mela in Deoghar (July 10 to August 10), 28 temporary police stations and 19 traffic posts will be set up.

🔹 GST Certificate Made Mandatory for Contractors
Contractors involved in construction works must now furnish a valid GST certificate, following revised regulatory norms.

🔹 Travel Reimbursement for Retired Employees
Retired government employees summoned for court testimony will now be eligible for travel allowance reimbursements.

🔹 CAG Report to be Tabled in Assembly
The CAG audit report up to March 2023, along with Report No. 3 of 2025, will be presented in the upcoming session of the Jharkhand Legislative Assembly.

🔹 Financial Rule Relaxations for Project Implementation
Several government projects were approved with relaxation in finance rules to ensure faster and smoother execution.

🔹 Dismissal of Three Doctors
Three women doctors — Dr. Rekha, Dr. Reena Kumari, and Dr. Veena Kumari M — posted in Musabani, Bokaro, and Kasmar respectively, were dismissed from service for negligence.
