Bihar Launches Renewable Energy Policies, Inks Green Energy Deals of Worth ₹5,300 Crore

Patna: In a major push toward green energy leadership, the Bihar government on Saturday launched two landmark initiatives — the Bihar Policy for New and Renewable Energy Sources 2025 and the Bihar Policy for Pumped Storage Projects 2025 — at a high-profile event in Patna.

The launch event saw the participation of key dignitaries including Energy Minister Vijendra Prasad Yadav, Industries Minister Nitish Mishra, BERC Chairman Amir Subhani, senior officials, industry leaders, and major investors. The highlight of the day was the signing of strategic MoUs with top energy players to fast-track clean energy infrastructure in the state.

Among the major deals:

  • BREDA signed an MoU with Avaada Group to develop 1 GW of solar projects (ground-mounted and floating).

  • BSPGCL inked an agreement with SECI for renewable energy projects worth ₹3,000 crore.

  • BSPGCL and L&T partnered for a 116 MW/241 MWh Battery Energy Storage System at Kajra, ₹837.66 crore investment.

  • BSPGCL and NTPC Green joined hands for a 1,000 MW battery storage project, with a proposed investment of ₹1,500 crore.

Energy Minister Vijendra Prasad Yadav invited both domestic and global players to invest in Bihar’s clean energy transformation, aligning with India’s net-zero goals. Industries Minister Nitish Mishra added that the upcoming Bihar Industrial Policy 2025 will complement the state’s energy ambitions, with a 1,700-acre industrial cluster coming up in Gaya.

Highlighting policy incentives, Energy Secretary Manoj Kumar Singh announced benefits such as 100% SGST reimbursement, exemption on stamp duty, import duty waivers, and fast-track approvals to boost investor confidence. ACS Mihir Kumar Singh underlined the importance of clean fuels for industrial growth, detailing incentives under the Biofuels Promotion Policy 2025.

BERC Chairman Amir Subhani assured regulatory support and flexibility to adapt to stakeholder needs, reinforcing the state’s commitment to policy execution.

Top energy firms and PSUs including Tata Power, NTPC Green, Adani Power, Avaada, L&T, Greenko, JSW Energy, SJVN, and Vikram Solar participated in the event. Industry representatives praised Bihar’s renewed focus on clean energy and called it one of the most promising destinations for green investment in India.

The event concluded with a vote of thanks by Mahendra Kumar, MD of BSPGCL and SBPDCL, reaffirming Bihar’s dedication to sustainable energy-led development.
