
Patna: In a high-voltage pre-election pitch, the National Democratic Alliance (NDA) on Friday released its joint ‘Sankalp Patra’ (manifesto) for the Bihar Assembly Elections 2025, promising massive investments, job creation, and welfare schemes to transform the state.
The document was jointly unveiled in Patna by Chief Minister Nitish Kumar, BJP National President JP Nadda, Union Minister Dharmendra Pradhan, and other NDA leaders — signaling a united front ahead of the high-stakes polls.
🔹 NDA’s Pitch: “Modi’s Guarantee, Nitish’s Trust”
BJP Bihar President Dilip Jaiswal described the manifesto as the “guarantee of Prime Minister Narendra Modi and the trust of Chief Minister Nitish Kumar.” Taking aim at the opposition, he alleged that “Bihar’s people will never forgive Rahul Gandhi and Tejashwi Yadav for their misrule.”

Key Highlights of the Sankalp Patra
The NDA’s blueprint for Bihar outlines a sweeping development vision, promising growth, employment, and empowerment across sectors.
1️⃣ 1 Crore Jobs for Bihar’s Youth
Over 1 crore job opportunities are promised in both government and private sectors. Mega skill centers will be opened in every district to turn Bihar into a “Global Skilling Hub.”
2️⃣ Empowering Women: ‘Lakpati Didi’ & ₹2 Lakh Aid
Under the Chief Minister Women Employment Scheme, women will get up to ₹2 lakh in financial aid. A new mission titled “Lakpati Didi” aims to make 1 crore women economically independent and financially empowered.
3️⃣ ₹1 Lakh Crore for Agriculture & Industry
The manifesto promises ₹1 lakh crore for agriculture infrastructure and another ₹1 lakh crore for industrial development, including 10 new industrial parks and modern manufacturing units in every district.
4️⃣ Welfare Push: Free Power & Healthcare
Under the ‘Panchamrit’ scheme, the poor will receive 125 units of free electricity, free healthcare up to ₹5 lakh, 50 lakh new homes, free rations, and education from KG to PG.
5️⃣ Farmers First: MSP and Kisan Nidhi
Farmers will get ₹9,000 annual assistance under the Karpuri Thakur Kisan Samman Nidhi and guaranteed Minimum Support Price (MSP) for major crops.
6️⃣ Infrastructure & Connectivity Boost
Plans include building seven new expressways, modernizing 3,600 km of railway lines, and starting metro services in four cities. The NDA also pledged international airports at Darbhanga, Purnea, and Bhagalpur, and a Film City in Bihar.
7️⃣ Flood-Free Bihar Vision
In a state long plagued by floods, the NDA vowed to make Bihar “flood-free in five years” under a “Flood to Fortune Model” through better embankments, canals, and water management.
🔹 Electoral Arithmetic
Elections for Bihar’s 243 Assembly seats will be held in two phases — November 6 and 11, with results on November 14.
Under the seat-sharing deal: BJP and JDU will contest 101 seats each, LJP (Ram Vilas) 29 seats, and HAM and RLD 6 each.
With a mix of populism, infrastructure promise, and Modi-Nitish chemistry, the NDA’s manifesto sets the tone for a fierce electoral battle in Bihar.
