US Approves $92.8 Million Javelin Missiles, Excalibur Arms Sale to India

Washington: The United States has approved a potential $92.8 million defence sale to India, clearing transfers of Javelin missile systems, Excalibur precision artillery rounds, and related equipment, further cementing the growing strategic partnership between the two countries.

In two notifications sent to Congress on Wednesday, the Defence Security Cooperation Agency (DSCA) confirmed the proposed packages, saying the move aligns with Washington’s foreign policy goals and strengthens defence cooperation with India, a key Indo-Pacific partner.

What India Will Receive

Package 1 — $45.7 million (Javelin Missiles & Launch Units)
The first proposal includes FGM-148 Javelin missiles under a fly-to-buy arrangement and 25 Javelin Lightweight Command Launch Units (LwCLU) / Block 1 CLUs.
It also covers a wide range of support items — skills trainers, simulation rounds, manuals, battery coolant units, physical security checks, spare parts, lifecycle support, and technical assistance from US defence agencies. Tool kits, training modules, and refurbishment services for Block 1 CLUs are also part of the deal.

Package 2 — $47.1 million (Excalibur Artillery Rounds)
The second package clears the sale of up to 216 M982A1 Excalibur precision-guided artillery projectiles. Ancillary supplies include electronic fire control systems, integration kits, propellants, primers, technical data, repair-and-return support, and broader logistics assistance.

Why the US Says the Sale Matters

Calling India a “major defence partner,” the DSCA said the proposed sale would enhance India’s ability to counter current and emerging threats, support homeland defence, and strengthen deterrence across the Indo-Pacific and South Asia.
The agency also stated that India is fully capable of integrating these advanced systems into its military.

It added that the sale would not alter the regional military balance and would have no adverse impact on US defence readiness.

The approval marks another significant boost to the India–US defence partnership at a time when both nations are tightening strategic cooperation amid evolving regional security challenges.
