Musk Acknowledges Starlink Restrictions, Says Ukraine Misused It for Drone Strikes

News Desk: Elon Musk has accused Ukraine’s military of violating Starlink’s terms of service by allegedly using the satellite internet network for offensive drone strikes, days after restrictions on SpaceX’s satellite communications systems disrupted Ukrainian military operations.

In a post on his social media platform X on October 24, Musk said Ukrainian forces had exploited a loophole in the service’s rules, adding that it had been closed the previous week. His remarks came hours after Ukraine announced that Starlink and its military-oriented counterpart, Starshield, had returned to their normal operating speeds.

“Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week,” Musk wrote.

The statement has intensified scrutiny of SpaceX’s role in Ukraine’s war effort, where satellite communications have become essential for frontline coordination, drone operations and military logistics.

Ukraine reports restoration of satellite services

Ukraine’s Defence Ministry said on October 24 that monitoring systems had recorded the restoration of Starlink and Starshield operating speeds to more than 400 kilometres per hour, with connectivity remaining stable.

The announcement followed more than a week of restrictions that Ukrainian officials said had affected military operations, particularly those involving high-speed drones.

The restrictions, first reported in mid-October, reportedly limited connectivity on moving platforms at speeds of around 160 kmph or higher. Ukrainian military sources said the disruptions complicated drone missions, frontline logistics and communications, while affecting efforts to intercept Russian attack drones.

Ukrainian President Volodymyr Zelenskyy also confirmed that the services had returned to the speeds required by the country’s armed forces.

However, the restoration of connectivity has not resolved the dispute over why the restrictions were imposed or who authorised them.

Kyiv disputes Musk’s account

Musk’s allegation that Ukraine used commercial Starlink for offensive drone strikes has drawn scrutiny from Ukrainian officials.

Serhiy Beskrestnov, an adviser to Zelenskyy on military technology, said Ukraine was physically unable to use the civilian Starlink service for the long-range and medium-range offensive drone operations described by Musk.

The distinction between Starlink and Starshield is central to the controversy. Starlink is SpaceX’s commercial satellite internet network, while Starshield is a military-oriented system developed by the company for government and defence applications.

Although the two systems share underlying technology, their operating arrangements differ. Musk has maintained that Starshield is controlled by the US government, while arguing that the use of commercial Starlink for offensive attacks was never permitted.

Ukraine’s military relies on satellite connectivity for a range of operations, including communications between units, reconnaissance, drone control and logistical support. Any restrictions on systems used by moving platforms can therefore have consequences beyond individual drone missions.

Questions remain over responsibility for restrictions

The episode has also raised questions about who ordered the restrictions and whether the measures were introduced by SpaceX or the US government.

A Wall Street Journal report, citing US officials and people familiar with the matter, said Musk had ordered a slowdown of Starshield services used by Ukrainian forces. Reuters reported that the order to restrict the military-oriented service originated inside the White House, although the precise circumstances surrounding the decision remain contested.

Musk and US President Donald Trump have publicly suggested that decisions concerning the service’s restrictions were outside their respective control. Trump said he would address the problem if access difficulties persisted.

The competing accounts have added to tensions between Kyiv and Washington over military assistance, battlefield strategy and the conditions attached to access to critical technology.

Neither the restoration of service nor Musk’s latest statement has fully clarified the chain of responsibility behind the restrictions.

Starlink’s strategic importance to Ukraine

Since Russia launched its full-scale invasion in February 2022, Starlink has become a crucial communications resource for Ukraine. Its satellite terminals have helped maintain connectivity in areas where conventional telecommunications infrastructure has been damaged or rendered unreliable.

The network has supported military communications and drone operations, making it an important part of Ukraine’s battlefield infrastructure. Its importance has also exposed the risks of relying on a privately operated service for capabilities that can directly affect national security.

The latest disruption has renewed debate over the influence of private technology companies on modern warfare. Decisions by a commercial provider can have immediate operational consequences when armed forces depend on its infrastructure for communications and coordination.

For Ukraine, maintaining reliable satellite connectivity remains a priority as it continues to defend against Russian attacks. For SpaceX and the US government, the dispute highlights the challenge of balancing service restrictions, contractual conditions and military requirements.

Musk’s accusation has put the terms governing Ukraine’s use of satellite communications at the centre of the controversy. While Kyiv has reported that operating speeds have been restored, the competing claims over the use of Starlink and the origins of the restrictions remain unresolved.
