One of the key highlights of the budget is the allocation of Rs 13,363.35 crore for the ambitious Mainiya Samman Yojana, a program introduced by the Hemant Soren government. Finance Minister Kishore described this initiative as a step towards creating a financially self-reliant, socially empowered, and mentally alert society.

Additionally, the state government has allocated Rs 9,411.27 crore for child welfare programs. The education sector also received significant attention, with provisions of Rs 15,198 crore for elementary and secondary education and Rs 2,409 crore for higher and technical education.

The budget also included plans for expanding educational infrastructure, including the establishment of medical colleges in Ranchi, Khunti, Giridih, Jamshedpur, Dhanbad, Deoghar, and Jamtara. Further, new universities are set to be established in Jamshedpur, Gumla, and Sahibganj, alongside the opening of five new law colleges in Hazaribagh, Ranchi, Dhanbad, Dumka, and Palamu.

To boost higher education, the government has committed to starting studies in newly constructed government engineering colleges in Bokaro and Godda by the 2025-26 academic session. Other engineering colleges are planned in Ranchi, Khunti, Jamshedpur, Gumla, Sahebganj, and Giridih.

In a push for vocational and specialized education, the budget also proposed the establishment of two new universities—Skill University and Fin-Tech University—as well as the creation of a School of Business and Mass Communication in various districts, including Jamshedpur, Palamu, Ranchi, Dhanbad, Hazaribagh, and Deoghar.
