Ranchi: The National University of Study and Research in Law (NUSRL), Ranchi, inaugurated a two-day Legislative Drafting Training Programme 2025 in collaboration with the Institute of Constitutional and Parliamentary Studies (ICPS), New Delhi.
Jharkhand Legislative Assembly Speaker Rabindranath Mahato attended as Chief Guest, with Sudivya Kumar, Jharkhand’s Minister of Higher and Technical Education, and Dr. Seema Kaul Singh, Director of ICPS, gracing the event as Guests of Honour.
A key highlight was the signing of a Memorandum of Understanding (MoU) between NUSRL and ICPS to promote academic collaboration and hands-on training in legislative drafting, policy formulation, and constitutional research.
The initiative aims to bridge the gap between theoretical legal education and real-world governance.
Vice Chancellor Prof. (Dr.) Ashok R. Patil opened the ceremony, stressing NUSRL’s ongoing collaborations with state departments and its commitment to legal reform. The audience included lawmakers, police officials, legal professionals, and students.
Technical sessions over the two days will cover topics such as constitutional interpretation, ethical drafting practices, and the P5 approach in criminal law. Renowned legal scholars including Mukulita Vijayawargiya, Dr. Asad Malik, Dr. Pradeep Kulshreshtha, and Dr. Ravindra Kumar Pathak are conducting workshops.
In her address, Dr. Singh underscored the need for legislation that is both clear and adaptable. Minister Kumar hailed law as a pillar of public service and called for more such initiatives. Speaker Mahato, delivering the keynote, emphasized the role of precise drafting in ensuring justice: “Poorly drafted laws breed litigation; well-drafted laws uphold justice.”
The ceremony concluded with a vote of thanks by Dr. Vagish Upadhyay, setting the stage for two days of intensive legal dialogue and training set to shape the next generation of lawmakers and legal thinkers.
