Patna: In a major step towards resolving long-standing land disputes and ensuring transparency in land records, the Bihar government has launched the Integrated Land Records Management System (ILRMS) and Spatial Mutation Portal. The digital initiative was formally inaugurated by Revenue and Land Reforms Minister Sanjay Saraogi in Patna on Monday.
Speaking to the media at the launch, Minister Saraogi announced that the state-wide land survey will be completed by December 31, asserting that the new digital systems will help completely eliminate land disputes in the future. Developed by IIT Roorkee, the portals are expected to bring a paradigm shift in the way land records and mutations are handled in the state.
Highlighting the progress in land reforms, Saraogi said, “Earlier, departmental staff had to carry files and bags for land-related work. That era is over. With this launch, the department has gone fully online, providing fast, transparent, and accountable services to citizens.”
Saraogi claimed Bihar is the first state to implement such high-tech solutions for land record digitization, adding, “This integrated system will not only update land records automatically but also bring down the volume of disputes significantly.”
Additional Chief Secretary Deepak Kumar Singh explained that ILRMS allows the integration of textual and spatial data—a digital mapping and documentation system on a single platform. This, he said, would enhance transparency and public convenience while strengthening administrative mechanisms.
Department Secretary Jai Singh pointed out that one of the key causes of land-related disputes has been discrepancies between name changes in ownership records and static revenue maps. “The same plot often gets sold multiple times due to outdated or mismatched records. This new system directly addresses that loophole,” he said.
The Spatial Mutation Portal will now ensure that after any land transaction, changes will reflect not just in ownership records but also automatically in revenue maps, making the process digital, error-free, and tamper-proof.
The portal also integrates services like mutation, land rent payment, e-measurement, land conversion, and court case management into a single digital platform. Every landholder (raiyat) will now receive an account number, and after any purchase, the corresponding plot (khesra) will be automatically linked to their account.
To protect government land, such plots will be excluded from the login access of private users, ensuring no unauthorized tampering. Officials said this comprehensive system will eliminate manual map alterations, delivering accurate, timely, and reliable updates.
The initiative marks a major leap in Bihar’s land governance, with the state setting an example for others in adopting technology-driven, citizen-centric land reforms.
