DA Hike, ‘Abua Dawakhana’ and Organic Farming Push; Jharkhand Cabinet Clears 39 Key Proposals

Ranchi: In a major governance push ahead of the new financial cycle, the Hemant Soren-led Jharkhand Cabinet on Wednesday approved 39 important proposals spanning healthcare, agriculture, infrastructure, skilling, Panchayati Raj and administrative reforms.

Among the biggest decisions was a hike in Dearness Allowance (DA) and Dearness Relief for state government employees and pensioners under multiple pay commission structures. Employees and pensioners under the 7th Pay Commission will now receive 60 per cent DA, up from 58 per cent. Under the 6th Pay Commission, DA has been increased from 257 per cent to 262 per cent, while employees under the 5th Pay Commission will now get 483 per cent instead of 474 per cent.

‘Abua Dawakhana’ Healthcare Scheme Approved

The Cabinet also gave its nod to the ambitious ‘Abua Dawakhana’ scheme aimed at strengthening grassroots healthcare services across Jharkhand. The scheme will provide treatment through multiple systems of medicine, including Allopathy, Ayurveda, Homoeopathy, Unani and Siddha.

In another key healthcare decision, the state government extended the implementation of the PM Ayushman Bharat Health Infrastructure Mission and the National Health Mission till September 30, 2026.

Major Organic Farming Certification Drive

To promote sustainable agriculture, the Cabinet approved a large-scale organic farming certification programme covering nearly 1.05 lakh hectares across the state. The scheme will be rolled out in phases between 2026-27 and 2030-31 with an estimated expenditure of over ₹37 crore.

Officials said the initiative is expected to boost organic produce, improve farmer incomes and strengthen Jharkhand’s position in eco-friendly agriculture.

NDPS Reward Policy, Goat-Rearing Scheme Get Green Signal

The Cabinet approved a new reward policy under the NDPS Act to encourage citizens and officials to share information related to illegal narcotics trade and production. Rewards ranging from ₹3,000 to over ₹2 lakh may be granted to informants and government personnel up to Level-13.

To boost rural livelihoods and livestock-based income generation, the government also approved a ₹4-crore commercial goat-rearing project under the Chief Minister’s Livestock Development Scheme.

Relief for Traders, Support for Artists

In a move aimed at easing compliance burdens, petrol, diesel and liquor retailers have been exempted from filing quarterly returns and monthly abstracts under VAT-related provisions.

The Cabinet also simplified norms for providing a monthly honorarium of ₹4,000 to elderly artists, differently-abled artists and artists battling serious illnesses.

Panchayat Funds, Dumka Flights and ITI Upgradation

The state government approved the transfer of ₹244.80 crore to district boards based on the recommendations of the Fifth State Finance Commission to strengthen Panchayati Raj institutions.

An agreement with the India Meteorological Department (IMD) was also cleared to support regular flight operations from Dumka Airport by improving weather monitoring and aviation-related services.

Additionally, the Cabinet approved implementation of the Centre-backed ‘Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs’ scheme to modernise industrial training institutes and improve youth employability.

Infrastructure and Administrative Decisions

Among infrastructure-related approvals, the Cabinet cleared the transfer of 11.635 acres of land to South Eastern Railway for the Lodhma-Fiska rail connectivity project in Khunti district.

The government also approved restructuring and creation of posts in the Governor’s Secretariat and sanctioned new posts for sub-divisional courts in Giridih and West Singhbhum districts, aiming to strengthen administrative and judicial functioning in the state.
