Ranchi: Jharkhand has successfully completed the enumeration phase of the Special Intensive Revision (SIR) of electoral rolls, with 2.21 crore Enumeration Forms—covering 83.51% of the state’s electorate—collected and digitised during the month-long verification exercise, Chief Electoral Officer (CEO) K. Ravi Kumar announced on Wednesday.
Addressing a press conference in Ranchi, Ravi Kumar said the first phase of the revision was carried out from June 30 to July 29, during which 2,21,01,249 electors were covered out of the state’s total 2,64,63,236 registered voters. He termed the exercise a major milestone in ensuring an accurate, transparent and inclusive electoral roll.
With the completion of the enumeration phase, the Claims and Objections process has commenced from August 5 and will continue till September 4. The CEO urged eligible citizens whose names appeared in the 2026 electoral roll but who could not submit their Enumeration Forms during the verification drive to apply through Form-6, along with the prescribed declaration, to facilitate inclusion after due verification.
“The objective of the Election Commission’s Special Intensive Revision is to ensure that every eligible Indian citizen is enrolled while removing ineligible entries through a transparent and participatory process,” Ravi Kumar said.

Over 43 Lakh Uncollectable Forms Verified
The CEO informed that 43.61 lakh uncollectable Enumeration Forms were verified and digitised by Booth Level Officers (BLOs) after extensive field verification and consultations with political party representatives through BLO-BLA2 meetings and Chunav Pathshalas.
According to official data, these uncollectable forms were categorised as:
- Duplicate or multiple entries: 4.38 lakh
- Deceased electors: 7.63 lakh
- Permanently shifted voters: 15.92 lakh
- Absent or untraceable electors: 14.50 lakh
- Refused to sign and others: 1.16 lakh
Political Parties, Election Machinery Worked Together
Ravi Kumar said the revision exercise witnessed active participation from the entire election machinery, including 24 District Election Officers, 81 Electoral Registration Officers (EROs), 365 Assistant EROs, 63 Additional AEROs, 2,938 BLO Supervisors, Booth Level Officers, and 29,571 volunteers deployed across Jharkhand.
He added that all nine recognised political parties nominated 77,430 Booth Level Agents (BLAs), who participated in verification meetings and scrutinised draft electoral lists, reinforcing transparency and public confidence in the process.
Transparency at the Core of Revision Drive
Describing transparency as the cornerstone of the Special Intensive Revision, the CEO said three rounds of BLO-BLA2 meetings and Chunav Pathshalas were organised at every polling station to scrutinise names proposed for deletion. Minutes of these meetings were uploaded on the CEO’s official website, and no objections were received, he noted.
To maximise public participation, the Election Commission also conducted an extensive voter awareness campaign through newspaper advertisements, FAQs, training videos, podcasts, digital outreach initiatives and the statewide #JharkhandSIR social media campaign.
During the month-long exercise, the Commission organised over 845 meetings with recognised political parties, held more than 100 press conferences, and issued 62 press releases along with 29 daily bulletins to keep voters informed and counter misinformation.
Special Drive for Young and Vulnerable Voters
The CEO said special efforts were made to ensure inclusion of migrant workers, urban voters, tribal communities, Particularly Vulnerable Tribal Groups (PVTGs), senior citizens, persons with disabilities, and first-time voters.
To facilitate enrolment of eligible youth, special registration camps will be organised across Jharkhand on August 8, 9, 22 and 23 for citizens attaining 18 years of age on or before October 1, 2026.
Robust Grievance Redressal System
Ravi Kumar said voters can seek assistance through multiple grievance redressal platforms, including the ECINET “Book a Call” facility, Voter Service Portal, National Grievance Service Portal, and the toll-free helpline 1950. Dedicated help desks at the state and district levels remained operational throughout the enumeration phase to assist voters and ensure prompt resolution of grievances.
